We reach Taipei around 6:30pm. The time zone between Taipei and Kuala Lumpur are exactly the same. Therefore there is not need to change the time. Anyway Taiwan is a bit more to the east, therefore the sun rise earlier in Taiwan. Around 5am, the sky is clear enough.
The transport by bus from Taipei Airport to Taipei Main Station is TN12.5 ( approximately RM1 for TN10 ). The bus condition is moderate and it takes about 1 and a half hour to go Taipei Main Station. Our first night experience at there is already a rainy day.
Generally Taiwan people speaks Mandarin and Hokkien (and Taipei language). They command in English is rather limited.
